Safe to delete.
Here are just a few of the posts that Google returns when
searching for "delete $hf_mig$".
The second folder you asked about pertains to Windows Installer
3.1 Redistributable (v2). I would think that one is safe to
delete.

Do /not/ delete the $hf_mig$ folder.
The $MSI31Uninstall_KB893803v2$ folder can safely be deleted.
