What about this folder $hf_mig$ and this one
$MSI31Uninstall_KB893803v2$ ?

There are a lot of newsgroup posts that recommend against
deleting the $hf_mig$ folder based upon the 4th item in the
Notes section of this MS article:

Description of the contents of Windows XP Service Pack 2 and
Windows Server 2003 software update packages

Here are just a few of the posts that Google returns when
searching for "delete $hf_mig$".

The second folder you asked about pertains to Windows Installer
3.1 Redistributable (v2). I would think that one is safe to
delete.

Good luck
