clean install and SP2

I am planning to reinstall XP on my Dell computer. I have all the CDs to do
it including the SP2 CD. At what point do I run the service pack-2 ? Before
or after the drivers and apps? Thank you for any info you could provide.

Just stay disconnected from the Internet until after you have SP2 installed.
Whether you do it before the drivers or after really should not matter.

Although - you should go to Dell's support website for your model and
download the latest drivers and patches and burn them to CD before you
format - so you can have all your proper drivers (latest versions) and SP2
before you ever connect the machine back to the Internet.
