For CLASSPATH or any other environment variable, open Control Panel.
From there, double click the "System" icon, and click the "Advanced"
tab. On the bottom of that tab is a button that says "Environment
Variables". Click that.
On the resulting page you can (assuming you have the required
permissions) view and change the user-specific and system environment
variables to your liking.
