Cipher Strength Appears as 0-Bit

My Cipher strength appears as 0-bit. I am using Windows
98 and internet explorer 6.0. I have tried to follow the
instructions in article 261328 to correct this however
when I attempt to rename the file rsabase.dll to
rsabase.old, I get a message stating "cannot rename file
being used by windows". I was able to rename the other
recommended files. Can anyone help?
