CHKDSK now runs at each launch. Why?

I'm trying to find out if this is an external drive problem or a Windows
(XP) problem.

My external drive (H:) is connected to my computer via firewire. The other
day, the firewire cable fell out of its jack at the external drive. I've
used it about a year and never noticed it was not a tight fit. Of course I
got a warning and next time I turned it on, CHKDSK started on this drive
upon launch. It found 4 fragments (total 8 KB).

I disengaged the drive from the computer and used a rubber band to make a
collar on the cable just behind the plug, reinserted the cable and stretched
the rest of the rubberband around the drive to hold everything together for
the time being. I have been using the files (only saved personal files) (4
GB) without incident for a couple of days.

At every new launch, CHKDSK starts for H: and the report is always 0 KB in
bad sectors.

I just got through doing my own CHKDSK H: /f at the command prompt. It
completed the first three parts, but not the fourth.

What is causing CHKDSK to automatically run at each launch?
Why would it not complete the fourth step?

In cmd just type:CHKDSK H: Then after it runs,type:CHKNTFS H: /?
Get details on how to stop CHKDSK
 
CHKDSK at boot will always fail with an external drive as it boots after the
system.
Go to Start/Run and enter cmd and hit OK or enter. Then enter fsutil
dirty query H: and hit enter.
If it says volume is dirty then run chkdsk H: /r
If it says "Not Dirty" then do the following which will cancel chkdsk..
Enter chkntfs X/ H: and hit enter.
Please note spaces are important.

running (or not) chkdsk.
