In many sites one can find chat / audio / video application windows for
communicating between users (similar to Windows Messenger but without
login).

What is the technology that stands behind this application?

A lot of the time, it's Java-based. Google "Java chat". There are some
no-cost solutions out there. There are other technologies that can be used
for chat applications, such as Flash, PHP, Javascript, etc. Here's one, for
example, that uses ASP and VBscript:
