Character Map won't load

I have a PC here that had SP1 of XP. The user needed the Character Map but
it was greyed out and I couldn't install it either. So I installed SP2. Now
the menu item shows but it won't run. An error pops up about some .dll
missing and that I should re-install Character map. Is this because it
wasn't installed in the first place under SP1? So now the fix would
be.........

Open your Control Panel and open the Add or Remove
Programs applet, click on Add/Remove Windows Components
and place a check next to Accessories and Utilities,
then click Next to reinstall Character Map.
