Character error in Windows Mail

What is this: ’ character doing replacing the hyphen in Windows Mail?

For example:
National Seniors' Newsletter comes out as National Senior’ Newsletter.

Anybody else having that problem here? (There's lots of people with the
problem on Google - but no answers).

Anything we can do about it?

Please note I made an error when I wrote 'hyphen' when I should have used
'apostrophe'. I'm sorry about that, but I couldn't figure out how to correct
it..

Does this problem show up in received emails or in ones you send?
Is the apostrophe character *always* wrong or just in certain newsletters?
Take a look at Tools, Options, Read, International Settings.
Does it say "Western European (Windows)"?

A2. Only wrong in certain newsletters.

Q3. Take a look at Tools, Options, Read, International Settings. Does it say
"Western European (Windows)"?
A.3 In tools, Options, Web Options, it says: Save documents as Western
European (Windows).

My Windows Mail program does not have a "Web Options" under
Tools, Options. You must be dealing with a different program.
 
No, no I'm not in a different program. I'm using Vista Premium, Windows Mail.

But guess what?

The choices have now changed to exactly what you said:
Tools/Options/Read/International Settings/Default encoding - Western
European (ISO)

Perhaps it will be OK now?

I have seen a few apostrophe character errors in HTML emails myself.
I think it is some kind of mistake done at the sender's end.
 
I still have a continuing problem, in Vista Windows Mail, whereby incoming
emails display possesive pronouns like this:

Ken's hat displays my end as:

ken ’ hat.

I'm pleased to say I have no problem with my emails going out.

So I'm wondering if it's at all possible that my character set in windows
mail has become corrupted in that it's lost it's:

'

and the ’ is inserted as a quick-guess substitute?

I'm also wondering if it's possible to update or replace my windows mail
character set?
