On that page you are offered a choice whether to download the XP or Vista
version.
Since this a Vista group, I'd suspect that you'd want to download the one
for Vista, install it, and then use it to set the Welcome Screen
background to any picture you have on your computer.
I used it a while back, and I don't remember it being very hard.
