Changing Units of Measure

I'm having trouble changing the units of measure from centimeters to inches.
Previously someone else had this problem, but the solution was for Word 2003.
How do you do this in Word 2007? I've changed the regional settings on the
Control Panel to English United States, but it still doesn't take effect.
 
You will find the option here:
Office button > Word Options > Advanced category > View group > Show
measurements in units of.
