Changing the size of a partition

My HD is partitioned half and half. Is there a way to change the size of the
partition without having to formatting the HD?
 
BooItNG ( free trial) or other thirs party partitionning software: Symantec
PartitionMagic, Acronis Partition Expert or Disk Director and others ...

No. Aftermarket utilities change the partition size, then add or subtract
the file allocation units to the partition's file allocation table. The
latter is a modified version of formatting. Files may be moved in the
process requiring further file allocation table changes. This process is
part of the aftermarket utility process when making partition size changes
involving shrinking or expanding a present partition.

Currently, there is no MS tool that can shrink or expand present partitions.
The only process available is removing a partition or partitions creating
freespace. This removes the file allocation table within the partition(s).
Thus, record of the file locations. Then, creating new partition(s). The
previous file data locations cannot be recovered using these MS tools. The
normal format process occurs after this form of partition creation.
