Changing the default follow-up time

I am using outlook 98 and would like to know if there is
any way to change the default follow-up time from 5:00
P.M. to another time of day?

The default follow-up time is the time you have specified as the "End time"
in Tools | Options | Calendar Options. You'd have to change that value to
change the default follow-up time as well. However, you can always change
the follow-up time on a per-item basis by typing a new value into the box.
