Changing size of a maximized window

Is there a way of changing the characteristics of a
maximized window, namely size and placement? When I
maximize my windows, I would like to leave not only the
taskbar untouched, but also other space around the windows
untouched for icons. I would like to be able to maximize
my window and not manually resize it.

Not in that way. You would have to resize the windows so that the
settings fit your needs.
