Changing service settings using scripts

Hey, is there a way to modify service settings using
scripting languages such as vbscript? I am probably using
the wrong terminology but when I say "service settings" I
mean like whether or not services such as Messenger and
Apache (or another webserver) start up on bootup or
whether or not they are turned on.
