Changing rights of different user groups

I have a computer with four different users. Only one of them have admin rights but I would like to give the other three users more rights than that of a power user. I was able to do this in Windows 2000, but now in XP Professional I haven't found a way to do so. Is there an article or website where I can read how to do this?
 
Perhaps the best start is to read the articles in XP's Help. Start with
"System Administration".

Most things are not much, if any, different from W2k,
but sometimes located differently.
Perhaps if you would say which rights . . .
