I am planning to donate my present computer to another person and I want to
know how they can change the password so they can use it on the internet. Do
they have to reload Windows XP with their own registered copy?

how do you "get on the internet"?

There are 10 kinds of people in the world. Those who do understand binary
and those who don't.

What password is needed for Internet connectivity? Is this something
your local ISP requires? If so, you'll have to ask the ISP, but I
imagine that they'ed require the computer's future owner to purchase
his/her own Internet account.

Are you donating just the computer, or the computer and the OS? If the
former, and you plan to re-use your retail (an OEM licenses goes with
the computer, whether you want it to or not) license, than, yes, the
computer's future owner will have to purchase and install his/her own OS
license.

Anyway, anyone receiving a second-hand computer, especially if acquired
from strangers but sometimes even if acquired from a family member or
friend, would be well-advised to format the hard drive and start fresh.
He/she won't want to get in trouble because the original owner may
have filled the hard drive with kiddie porn, or have problems because
the original owner downloaded/installed viruses or other malware.
