changing "new window" behaviour in SP2 Picture & Fax Viewer

It appears the default behaviour for "Picture and Fax Viewer" has
changed from XP SP1 to SP2. In SP1, if you open multiple
pictures/faxes at the same time (via downloading from a website, and
having the Viewer automatically open it), each opens in a new Viewer
window. In SP2, each new image you try to open will open inside the
existing Viewer window.

Is there any way to get the old behaviour back in SP2 (other than
rolling back to SP1)? I've done some searching but I don't see any
options to that effect, and the file association's "open" string is
exactly the same from one to the other.

Sorry, after re-reading it, original message was lacking in detail.
To clarify:

In SP1, the Viewer let you:

- download a document image (as a .tif)
- highlight anywhere in that document (I guess put it into "edit"
mode??)
- download another document saved as a .tif, which would then open up
in a new Viewer window.

With SP2, it doesn't matter if you highlight anything - it won't open
in a new window no matter what you do...

Try the following....

Open one file in Windows Picture and Fax
Viewer. Click the "Print" icon....this opens the
"Photo Printing Wizard".

Now...with the Photo Printing Wizard open...
subsequent files should open a new instance
of Windows Picture and Fax Viewer.

When you are finished...close the Photo
Printing Wizard.
