As several members of the family are attempting to learn Spanish I want
wondering whether it would be possible to cause an XP computer to "talk" in
Spanish for certain users (but not all).

Obviously, M$ markets XP over the entire world.

SO:

1) Is it possible to have ONE user have a different "language" than the
other users?

2) If so, would this user "see" that same interface as the folks, say, in
Spain see?

3) If so, do I have to buy some more software or is it "built in" somehow?

Thanks

You would need to buy a Spanish version of Windows (and of all
applications), then install it so that you have a multi-booting system.

Only if you purchase different language versions of the OS and create a
multi-boot scenario.

2) If so, would this user "see" that same interface as the folks, say, in

Again, only if you purchase different language versions of the OS and
create a multi-boot scenario.

Such capability is not built-in. You'd need to purchase a copy of the
OS, as well as any desired applications, in the desired language
versions. It'd also probably be a good idea to purchase a boot manager,
such as VCom's System Commander, to facilitate the installation and use
of the different language versions.
