Outlook and Outlook Express are completely distinct programs written by
completely distinct programming teams and don't have anything to do with
each other.

What type of handheld?

No it's not. You can use the same Internet connection for any mail client
you wish to run. Just create an account in Outlook that matches the one in
Outlook Express. Better yet, in Outlook click Tools>Import and
Export>Internet Mail Account Settings and Outlook will create an account
that matches your Outlook Express account.
