Not sure what you're asking, but..

If you're asking how to change the com port number that's been assigned to
a USB to serial device, it's done from Device Manager. Click on the
ports, right-click on the port in question and choose Properties; then Port
Settings, and Advanced; then in the lower left change the port number.

You will probably need Admin rights to do this. If you plug a USB to
serial device into a different port, it'll get a different number.

If that wasn't your question, perhaps you could try rephrasing it.
