Changing cache size for TI files

I am trying to increase the size of the disk space to be used for Temporary
Internet Files because my ISP tells me I am not allocating enough disk space
for these files and it is slowing down my Web surffing. I have moved the
slider to the right to increase the size several times only to check back
later and find it is again moved to the left. How can I stop the Temporary
Internet Files from resetting my disk space?
 
What are you trying to set it at?

50MB is (IMHO) the greatest you should have.
Mine is at 20MB.

Probably has some "web accelerator" software.
