How could I change attributes when ac.exe doesn't work [on Windows XP Pro,
SP2]?

I don't understand your question.
a) What do you mean by "ac.exe doesn't work"? What happens when you
double-click on it?
and
b) Change attributes of what? Why would you think that would make "ac.exe"
work?
 
I want to change the DATE MODIFIED. The date modified is an attribute
in Windows (not Internet) Explorer and other similar programs.

Ac.exe is the executable file of ATTRIBUTE CHANGER. I run the
executable. The program instructs me to right click on a file listed
in Windows Explorer and then click on "change attributes".in the menu.
A small problem: "change attributes" does not appear.
How would I change the attributes when ac.exe does not work?

May I ask what exactly are you trying to achieve by this?
 
For example, on some files that I created I want to change the date modified
to reflect when I used the program rather just when I viewed it or tried it
out.
