Changed services... now im in trouble!

Here are a list of problems that have occured when Remote
Procedure Call(RPC), RPC Locator, Security Center,
Security Accounts Manager were altered...

Slow windows login
Taskbar is missing
Task Manager reports no users
Unable to move files around
Unable to create accounts
Unable to log into other accounts
Unable to open most files except for exe
Unable to modify services
Other computer on the network can not access computer

The account that I am able to log into does have admin
abilities. I tried to run system restore but the message
box said it was unable to run and to restart the computer
(restarted the computer and was given the same message).
I would just reformat the hard drive and start all over
but there are some really important files on the drive. I
had tried to email them since the computer still has
access to the internet but the email program error message
said "Not enough memory". The service status of the
services I listed are all blank. Im thinking the security
account manager is the problem, but im unable to make any
changes. Can you change services option in the registry?
Any help would be appreciated, thanks!
 
Me again, just wanted to add I installed SP2 right before
I did this. I understand there is a restore point that is
created during this? How would I be able to restore it to
that point... that might get me out of this problem (if it
involves system restore then I guess im SOL unless you can
run it in safe mode)!
 
Same thing happend to me SP2 f... my system majorly it has something that
doesnot allow you to modify anything. Like SP1 when you played aroud Services
there were fine but once the SP2 has been installed exacly same thing like
yours happed. Like you are Guest with maximum limitation on any uses.
So what I did so I did not lose any files I tried to repair Xp but no luck
since I could not run even simle install program I had to boot from CD so i
installed new copy of XP on my HD. It is working but for how long. At lease
it gives me time to back up my important files and use it.
You cannot restor it what so ever unless you allready made recovery disks. I
hope there is other way but I could not find any way.

Go to Start/Run/Regedit and navigate to this key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services

Locate the Service in the list and modify it.

I am happy that your son is active young fellow but I was wondering if Mom
can help a ignorent guy who had same problem as Bruce and yesterday they told
me to format disk which I did not do but just installed new Xp on existing
one. It overide System files so that is ok but averything else is a little
mess so I was wondering if I have to careful on something specific or just
reinstall all software one more time over existing once?
That is all and I promise I will stop bothering news group.

As for your issue, am needing a bit more history here. When did this
