If Outlook is terminated normally (e.g. computer shutdown or application exit) the settings for the Incoming Mail Server and the User Name are changed on next startup as follows:

Incoming Mail Server : changed from "servername.ext" to "localhost"
User Name : changed from "name of user" to "servername.ext"
All other fields remain intact.

If the correct data is entered manually for the Incoming Mail Server and User Name then Outlook works perfectly until the next application termination/startup.

Any thoughts on a possible cause?

Some kind of software firewall, junk mail filter or similar application,
which wants to act as a mail proxy.

You have installed an anti-virus or anti-spam with its own local POP server.
Consult the application's documentation.
