There's a time zone tab on the same dialog you use to change your time.
Double click the clock to bring it up.

You can just double click on the clock in your system tray, and you should
see a tab for that.

Right click an an empty space on the task bar and choose "Adjust Date /
Time", or alternatively double-click the displayed time...
