Change security policy

If I'm going to change the default security policy, is every one who
login to domain will updated with the latest security policy?

Do I need to manually enforce it?
 
When the machine restart, they will update themselves with the new GPO,
otherwise you use the cmd:
gpupdate/ force

in command prompt on each workstation, but I also think the default refresh
rate for machine updating its GPO is 90mins
