change outlook configuration

I have windows 2000 server wind AD and polices applied to all joined users
and I have outlook 2003 installed on every PC as stand alone istallation my
question is how can I deny any users
to change the configuration for outlook
example under tools - options there are many configurations should be not
avaliable for users
 
Install and configure the policy templates (adm-files) available in the ORK
