Change network configuration in Safe Mode or command prompt?

Is there any way to change from static IP to DHCP in Safe Mode or from
command line? Safe Mode won't let me see any network properties and Safe
Mode with Networking won't let me past the activation prompt. Activation
fails because the static IP used for imaging process is wrong for our
network.

Machines were imaged screwey (by Dell) and not activated and the 30 days
have elapsed before I could get to them all.

I cannot get past the activation prompt in Safe Mode with Networking.
The 30 days has expired and the activation prompt won't let me do
anything else, activation online fails due to the static IP address
assigned, so I have to cancel it, then it logs me out of the workstation.

Then do it by using the phone in option. A minor hassle, but only a
minor one, taking 5 or 10 minutes at most on a toll free number that
will be given
 
Yeah, I was thinking that's probably the only way short of
re-installing, but you know, these dang Dells are so screwed up I've
just decided to blast em clean and start over.
