Change font used for the predefined Formatted style?

When creating anHTML message (*not* using Word) in Outlook 2003, the Formatted text is always in Courier New. Is there a way to change the default behavior to use Consolas instead? I've changed the fonts undwer Mail Format but those don't seem to apply to the Formatted style.

The first option in Mail format, Fonts is the format for new messages, the
second one is used for replies. If you are using stationery, the stationery
may override these selections.

BTW - if you are using stationery, you can force it to use your selections
with the options at the bottom of the Fonts dialog. See
http://slipstick.me/jing/fonts.png.
