Change DEFAULT keyboard settings

I have an XP computer on a domain. During installation of
XP, the keyboard settings were inadvertantly set to US
layout (I'm in the UK). If I log on as Admin, and change
it to UK, it only affects the admin account. If any of the
other 2000 users log on, they still have the US layout.

Does anyone know how to change the keyboard layout for
every domain user who logs on to the computer?

With 2000 users, don't you have some sort of configuration management
application, e.g. SMS, that would do this sort of modification?

We don't have SMS. We're a school, which means we have a
tiny budget, and huge government guidelines regarding
computer availability... but if I get started on that I'll
be here `till Christmas.

What we do is make the change to a single computer, image
it, then send the image out to all the other computers
during the night. It works just fine, but of course, I
need to be able to make the modification in the first
place.

I've searched the registry, and everything seems to be set
to UK layout, so where does it get the US layout from?
