Change default for drive letter assignments

Hello, I would like to be able to set what drive letter is used first when a
user plugs in a USB-type drive (or any local extra drive). The default is to
use the "next available drive" which is usually E: (if there is a CD on D:).
So, I'm hoping there is a reg hack or something to force the system to start
with, say, G: instead. Any thoughts?

For XP Pro: Right Click MY COMPUTER - Click MANAGE - go down to DISK
MANAGEMENT - right click the drive you want to change - click CHANGE DRIVE
LETTER.

There is no build in mechanism for this. Thus I
wrote a tool:
