Change default "File / Save As" folder globally in Windows XP?

I see that you may be able to change the default "File / Save As" folder in
unique manners in each application, but is there a way to do it globally?

Ex: In Outlook, I get an attachment and I want to save it. If I am not
careful, the file gets saved to some random temp directory (folder). Then
later, it's a pain to locate that file. I would prefer to make the temp
directory = "Project1" or whatever I choose - for easy retrieval. Not just
for Outlook, but for MS Office applications too.

Appreciate any help out there.

In MS Office applications you can do this:

TOOLS menu | OPTIONS | FILE LOCATION tabs & change there

Not all applications within office can be changed
 
Anybody out there know how to do this with OUTLOOK? Thanks Newbie for the
other advice which will help with Word and Excel.
 
If it is a "random temp directory", it is BECAUSE you are OPENING the
attachment first. Don't open it. Just R-click and pick "Save As" the
starting point should be My Documents
