Change default CD Burning location for everyone

Hello,
I need to change default CD Burning lcoation for EVERYONE on this lab
machine due to lab user do not have write permission on C drive.
THe default CD Burning location is usually at C:\Documetns and
Settings\userprofile\Local settings\Application Data\Microsoft\CD Burning.
It is defined as user shell folder in registry.
I need to tweak the registry, to make the location to D drive for every new
profile created on the machine.
Here is what i have tried: Change default user profile, changed
HKUR\.default, to point it to new location. But still the new user will get
the MS defult location.
Tweak registry at HKCU will ony change the location for a specific user. I
need to find a solution to change the location for EVERYONE.
Any suggestion will be appreciated.

Get MS Powertoys for Windows XP TweakUI.
(http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx)
It has a setting under My Comuter, Special Folders.
