Can anyone please tell me if there is a way to change the date/time stamp on
a folder and/or file in Windows 2000?

Yes there is, but it will require a third-party program to do it. There
are possibly dozens of choices. I use this one, which puts an "Edit Date"
entry in the right-click context menu.
