change access form from tabular to columnar

Can you change an access form from tabular to columnar once it has been
created by say manipulating the properties.

No. But if you haven't made too many changes, you can just create a new Form
in Columnar mode with the Wizard. Then, if it suits your needs, delete the
Tabular Form. Chances are that the modifications to the generated Columnar
Form will be fewer than were required on the Tabular Form.
