Certain Popups

We all get those nasty pop ups however with either
Googles or MSN's toolbar in the explorer 99% never
happen. But there is one type of popup that is annoying,
example; when I visit www.weather.com there is a type of
popup that comes up lies right over the page and
disappears within a few seconds by itself or you can
close it via a close option. Does anyone know why the
toolbars can't stop these or is there another utility or
trick that will stop them?

Using Mozilla 1.6, I see no pop-ups whatsoever at that site. The
Flashblock extension is also enabled, which requests a click on the
animation before it will display.

Mozilla is the suite (with mail and news)
FireFox is the standalone browser

Both are more configurable and modern than I.E.
