Cell Size Within Table

I pulled up an old document I made years ago in Word 2000 (made in W2000 and
being read in W2000 now). I needed more rows to add data so I simply tabbed
through from the last row and created another. Then I noticed one cell in
the middle has a line going right through the center, horizontally. When I
try moving the cursor to the space under it, it won't go there. It's as
though the space is protected.

I need to gain access to the full space in that cell. How do I accomplish
that? I can't remember how it got this way in the first place.
 
Maybe its a border applied to the paragraph. Place the cursor above the
line and select Borders and Shading from the Format menu. If that's what it
is, it will appear in the graphical representation and you can uncheck it.
