Cell References

How can you prevent cell references from automatically
changing when cells that precede the referenced cell are
deleted. i.e. if the reference is 'book2'!$B$1 and cell
'Book2'!A1 is deleted how do you keep the original
reference from changing to 'book2'!$A$1.
