Cell Changes Color Evertime it Changes

Is possible to have a cell change color everytime the value changes.

I have a spreadsheet that tracks stock prices. I would like the cells change
from no color to a color every time the prices changes.
 
You need to give more info.

What changes the value in the cell?
If it already has a color due to a change, what happens when it changes
again?
etc.

The cell changes value because of a "formula" in the cell (DDE Link).

Not sure what to do if the cell already changed. Open to suggestions.

I am trying to create an effect that the screen should be "flashing" as
pruices are changing.
