cdrw and dvd drive dosent read cd's with out a reboot

For some reasons, my CD and DVD drives don't seem to work.
If I go to "my computer", then click on my CD or DVD drives, an error message shows "E:\ not accessible incorrect function". However, when I reboot, I will be able to use the drives, but once I change disc, neither drives work again.
Any idea how to solve this?
ive been to both these place for help but they still dont fix the problem

Jason, have you checked at Kelly's

to Cdrom.
