It is indeed a built-in. Why would you want to disable it (which can be
done if a similar util is installed)?
You won't find settings referring to Roxio.

And, by the way, Roxio did write it. It is a watered-down version of
Easy CD Creator. Support is by Microsoft, not Roxio.

Broadly, the inbuilt burning (which is by Roxio) stashes up files until
you r-click the drive in My Computer and take 'Write Files to CD'. That
then burns a session entirely similar to EasyCD Creator. If you later
put the CD back and let it open in Explorer you will see the files and
an area of 'Files waiting to be written' to which you can add by
Drag/drop, and hence burn a second session. Note that this is all CD-R
techniques, not in spite of appearances a true Drag/Drop like DirectCD
