cd wont open / eject

My 52X CD mechansism is fine, because it will Open and Close as soon as power is On; but NOT after the OS kicks in... A pc store clerk told me some Program or Game is probably trying access the CD PLayer <<<??? (if so, how do I find what program is doing this and stop it?)
I tried Disabling the Driver, and I tried Uninstalling the Hardware and Installing again.
all troubleshooting reads 'working properly' and 'latest drivers installed'
when I 1rst turn the PC On; i can quickly load a CD, and close, then the CD works okay; but I have to do it before the 1rst text appears...
(so its not stretched belts right?)
 
i've had a couple of cdroms do this at work, in both cases the cdrom unit
itself was bad. replacing it with the same unit, same model, no problems.
