I burned a music cd about a week ago. I'm trying to burn another one now and
it sounds like the cd is not spinning, then I get an error
 
Go to Start > Run and type in: devmgmt.msc
and press the Enter key. After the Device Manager
window opens, scroll down to your CD-R
drive, click the "+" to expand, then right-click on
your CD-R Drive and select Uninstall. You will
be prompted to reboot your computer, so reboot
and Windows XP will reinstall the CD Drive.

It looks as if the drive has given up the ghost.

They can do that all of a sudden, for no apprarent reason, but try opening
the Device Manager (enter devmgmt.msc in start => run), remove the drive, and
reboot to make Windows reinstall the drivers.
