CD Open and close program

I'm looking at this program from RJL Software:

and this one as well:

Does anybody else use either of them and if so, can you tell me if they
allow spindown before opening? Or is spindown simply a function of the
CD or DVD's circuitry?

Opening is a call to a high-level function of the drive. Spindown is
the responsibility of the drive when it gets the call. Drives don't
open with spinning disks.

It's a function of the drive's circuitry, I'm not aware of any way to
open a drive without spinning down first, although it wouldn't surprise
me if there is a way if you were communicating with the drive at the ATA
protocol level.
