cd installed software not working properly for all users

When I install some software, non ms software, it does
not work properly for other users than administrator,
even if installation set for all users of this computer.

It sounds like that software is not implementing the multi-user environment
of XP properly. Quickest way to fix would be to install the software (to the
same folder as the original installation) from with the other user account.
This will make it available to that user. If the other account is a
restricted user, you may need to temporarily assign Administrator privileges
for that account.
