I had that occur when Nero mis-IDed a CDROM drive as a CD-RW once.

While there was a "joke" software that would do this, several years
ago, this problem is most often caused by a defective CD drive. Contact
Dell for a replacement.

Or, you could be running a toy operating system.

just a thought,

check if you have any "packet writting" software starting up at boot time,
such as In-CD (from Nero) or Roxio's DirectCD. If so you should disable
them, odds are you never even use them.
