cd and dvd drives down error code 39

I can't get either drive to show up on my computer. When I check harware the
drives are there but hve an error message. I used my driver tool and that did
not work. I uninstalled the drives then reinstalled and they still don't show
up on the computer. I get this error message 39

CD-ROM Access Is Missing and Messages Cite Error Code 31, Code 32,
Code 19, or Code 39 After You Remove Easy CD Creator in Windows XP

Even if you don't have Easy CD Creator, go through the removal of upper
and lower filters steps.
