Ccproxy.exe...too much cpu usage!!! Help

I have had a new OS installed, and purchased Norton 2004. After installation
of Norton, or the new OS, my task manager shows that Ccproxy.exe is using
94,000K of memory. This slows down games, and causes intermittent freezes. I
have done disk clean up, disabled services per Blackviper.com, defragmented
the HD, and done everything else I know to do. When I disable Dhcp in
services my cpu usage goes down to around 2,500K, but I cannot access the
internet. Is there any way around this? I got Norton because Mcafee allowed
the Netsky virus into my computer, and that's why I had to get a new OS. I
am so sick of this inconvenience, and am also wondering if it will damage my
cpu by using so much memory. Please, any help is greatly appreciated. Virgo
