cc: without attachment

Is it possible to send an email with an attachment in such a way that only
the to: recipient(s) get the attachments but everybody in the cc: get only
the text of the message without the attachment... an FYI sort of thing to
provide confirmation that the message was sent?

Who's "you" in the above? If you mean Jocelyn, the answer is probably
"never", because, as far as I know, Jocelyn doesn't work for Microsoft and
can't do anything about what features are or are not included in Outlook.
