"CC" addressees?

Is it possible to remove the attachement to the "CC" addressees?

I need to be able to do this as the "CC" addressees do not need the
attachment they just want to be notified when the addressee is sent
information.

When you send 1 message to N recipients, there is just 1 message sent to
your mail server along with N commands (RCPT TO) that says who gets a
copy of the same message. You are not sending N messages to your mail
server. So, no, you cannot specify some recipients get one copy and
some get a different copy - unless you actually send 2 copies, one copy
to some recipients with the attachment and a different copy to some
recipients without the attachment.
